Try: LC_CTYPE=ca_ES.ISO8859-15 more mail.test It works for me, the accentuated chars show up in xterm... could you dump the result of « env » to check your settings? BTW you can check whether a given locale is available by looking at /usr/share/locale.
Also, when modifying login.conf, don't forget to logout completely from X *and* console.
