Depends on what utilities you mean. If you mean stuff in the base system, yes they are on the webpage, http://www.freebsd.org/cgi/cvsweg.cgi lets you surf through the files.. (if you ment that). You can download everything via CVS/CVSup( this is faster then cvs! imo)/FTP and http transfers. Read the handbook (http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/) for more information on updating your source tree to get the sources (so that you can locally read then)
