I will start with the cvsup developer :P
cvsup itself doesn't require perl to build (as you can see from the lack of mention in the makefile), it's one of the other build dependencies.
Well I think Modula-3 is find totally useless and even obsolete and dead as far as languages go. Except that it is needed to build cvsup :)
