Drivers execute with these privileges but they are essentially add-ons. They aren't written by the same people and they usually aren't written and tested with the same rigor.
If I am not mistaken, MS has a certification process for 3rd party drivers. That is, they approve them and digitally sign them. And they stick them on their OS distribution CDs. Hence, they are part of MS's OS offering. They are vetted by MS first.
