No. If it was, users who disdain Bourne shells (like sh, ksh, zsh, and the ever-popular bash) for whatever reason (and the reasons are myriad, IMO) wouldn't be able to log in. This was alluded to in my post wherein I mentioned that sh probably wouldn't be able to read the .cshrc file (depending upon what you've placed in it).
