I've encountered similar issues before, and typically just added ";
/etc/rc.d/routing restart" or "&& /etc/rc.d/routing restart" after the
ifconfig statement just to be safe.

Typically I had adjusted rc.conf, then used "/etc/rc.d/netif restart;
/etc/rc.d/routing restart"
