Basically, when the securelevel is positive, the kernel restricts
certain tasks; not even the superuser (i.e., root) is allowed to
do them.

There:

# Write to kernel memory via /dev/mem and /dev/kmem.

So I assume it also restricts reading /dev/kmem ?
