I wouldn't put too much effort into tracking this down. There are
several known issues with 3.0b2pl9 which will take the server out (but
if you do want to help with dhcpd development, get the most recent
version - pl9 - and subscribe to the dhcp-server mailing list. Details
for both at www.isc.org).

3.0b2 is by no means stable and is in the rapid patchlevel stage,
ironing out problems, and is not ready for prime time.

I'm still using 3.0b1pl16 or 3.0b1pl17 on my production systems.
