I would still like to hear PW's opinion on this; it seems to me like
stopping package building might be viewed as a first step towards
dropping support for ports.  Like, give people two weeks or something,
maybe a month, then kill the 3.x bits :)

Not that I don't agree with removing the 3.x bits - I've said several
times in the past that FETCH_BEFORE_ARGS oughta be removed or conditionalized
or something..
