I have had the same problem, and have now found a way around it:

Solution 1: Copy the install floppy kernel onto the hard drive. Can be done using the fixit option.
Solution 2: Patch the /sys/dev/ata/ata-pci.c so the atapci probe does not recognize the RZ 100? chip. Recompile the kernel.

There is also an gnats problem report called i386/43222 setrootbyname panic in 4.6. A more detailed description of the problem and solution has been added.

Hello FreeBSD users,

I've just installed FreeBSD 4.7 via FTP. The install went perfect only
after this is has trouble during the boot. I have a Pentium 60 MHz
with 32M of memory and 96M of swap. I had FreeBSD on this computer
before and there where no problem until the new ata kernel. (FreeBSD
4.5+). I read something for a workaround for ata cdrom players. Is
there something like this i can try for other ata hardware? I included
the entire bootup text.
