I think you're looking for mailwrapper(8) and possibly the NO_MAILWRAPPER option.

There should be a single switch to disable sendwhale.

I'll reiterate that the make.conf switches are no substitute
for packagizing the ever-more-bloated "base" system.

Go ahead and submit your patches. I think most people agree that a packagized base system would be a Good Thing, but nobody has actually gotten around to doing it yet.
