Most odd, but giving up on this, I decided to just wipe out and re-cvsup
the whole /usr/src tree ... seems to be building now :(

fine ... so I'm really confused as to why it doesn't as part of a buildworld

Try to start from the clean /usr/obj. __MAKE_CONF=/dev/null may help
too.
