It didn't, but when you said this I tried something else.

I went directly into single user mode myself (option 4 at boot) and THEN I tried this and IT WORKED!

Apparently when the system dies in the middle of processing rc.d and then it puts you into single user mode, you are left in a weird state that these commands would not work in.
