FWIW, we can not hardcode the MMIO range that should be reserved, because the
range's base address can change if the user sets the Low MMIO space size by
something like "Set-VM -LowMemoryMappedIoSpace 3Gb -VMName $vm" (See
https://docs.microsoft.com/en-us/windows-server/virtualization/hyper-v/plan/plan-for-deploying-devices-using-discrete-device-assignment).
