Farias, eu tambem tenho muitos processos httpd no ar simultaneos, uma média de 300, mas você pode mecher nisso para diminuir. Se for um valor baixo, com relação aos acessos na máquina, quando alguem tentar acessar sites que estão nesta máquina e esse valor que você definiu no httpd.conf já estiver no topo o http não vai mais responder as requisições. Você pode ver as opções: Maxclient, ThreadsPerChild, MaxRequestPerChild, MaxSpareServer, isso deve ti ajudar.
