Yes and No. You could of course copy all freeciv data into a database and send commands from DHTML(Ajax) to the server, but it would be tons work as you would bascially have to code all the tcp/ip messages like a special client. And why do it when there are already clients for many operating systems? You might be interested though to hear that there is "long turn freeciv" with 1 turn/day which would work nicely with such a web interface(but it works nicely with the existing clients as well.)
