You should send bug reports to the address in the top left image on the bugs.freeciv.org page. That way they will be automatically added to the bug tracker. Anyway, I have added your report myself; it is under ticket 40530 (http://bugs.freeciv.org/Ticket/Display.html?id=40530). Use the guest login to post replies there if you have any more information.
