Follow-up Comment #3, bug #14276 (project freeciv):
To save the preferencies in the city dialog, just go to Game menu and select
Options -> Save Options Now.
As a side note, the bank give a highest percentage of gold based on trade...
So to choose on which cities build banks, just order the city window by
trade.
