Details:

The civ1/civ2 rulesets don't have Deep Ocean, and their Triremes have the
"Trireme" flag (unlike the default ruleset), which now has the effect of
completely prohibiting movement away from "safe" coast.

However, this "Trireme" flag has no effect, as no terrain is marked as
"UnsafeCoast".

I assume this was unintentional. The attached patch marks oceans as
"UnsafeCoast" in these tilesets (as in S2_1), which prevents Triremes from
straying from the coast.
