Details:

If you change the terrain under a city, the city stays even if the terrain
turns to ocean.

Cities in the ocean crash the server pretty quickly, I have found two
different crashes:

Assert in get_continent_size (must have been called from
calculate_want_for_paratrooper in ai/aiparatrooper.c)
Assert in get_ocean_size (must have been called from server/maphand.c)

As long as there is no Undo in the editor, it would be better to refuse
changing city terrain to oceanic terrain.
