Follow-up Comment #5:
It turned out not to be a matter of rounding, but rather that 'inkscape -W'
didn't return the width of the _page_ as I expected, but rather that of the
whole _drawing_. If any object is completely or partially outside of the
page, it makes the dimensions of the drawing larger than that of the page
with the result that the rendered image becomes misaligned inside the shield
mask.
There doesn't seem to be any way to get Inkscape to return the page width
through the command line, so I ended up making superficial modifications to
the affected flags instead. No more than 11 flags were visibly affected, so
I've already prepared a fix at patch #1884.
