Follow-up Comment #4, patch #1967 (project freeciv):
I was too quick to post the second patch. The default first_timeout is
wrong.
What if there is no timeout, but first_timeout is set? I think it should be
ignored in this case.
What if there is no first_timeout but timeout is set? I think the regular
timeout should be used.
