Details:

While looking at the 'multiplayer' ruleset, I've noticed a couple of
differences in the Fundamentalism government compared to the current 'civ2'
ruleset.

In the rewonder thread
<http://forum.freeciv.org/viewtopic.php?t=5815&postdays=0&postorder=asc&start=0>,
book said "Fundamentalism is back, and should be just as in civ2 and the
warserver rulesets."

Anyone care to offer an opinion on whether these are accidental or
deliberate?

The differences I've found are:
* There is no per-tile trade bonus for celebrating cities
("effect_gov_tile_bonus_6" in civ2/effects.ruleset).
* Courthouse and Palace do not help with the shield waste that comes with
Fundamentalism ("effect_courthouse_1" and "effect_palace_1" in civ2) -- the
effects are in multiplayer/effects.ruleset, but commented out.
