Follow-up Comment #1, bug #17604 (project freeciv):
This log message was introduced in bug #17255. In cm.c a while loop is used
which is only terminated if a solution is found. For special cases (big city
radii and city size with a change of the food supply) the number of iterations
can go up. Thus, the server seems to be stuck in an endless loop.
At the moment the currently checked status is returned after x (=10000)
iterations as till that point no real solution was found.
