Follow-up Comment #1, bug #17635 (project freeciv):
First version of the patch was improvement to existing situation, but not
good enough. It fixed just one special case of the more general bug that
advisor data alone has been refreshed since ai data was last refreshed and
that (number of continents in advisor data) causes ai data not to be refreshed
when refresh is needed.
Attached is completely different patch that should fix all these cases.
