In theory, yes. But to implement all the required checks for that (ruleset
analyzing code, checks for current situation when game actually runs) would
require quite a lot of work.
So, we have choice of either being afraid of rivers with any ruleset (and
when ever enemy has any kind of ferries) or never being afraid of them. As
latter would provide better result only in rare situations, I choose former.
Note that custom ruleset could in fact have amphibious or air transports, so
there should be no limit to certain terrains at all.
