I consider them spam filling message box so that more important mesages are
lost there somewhere. There can be dozens of these messages after negotiating
complex treaties with a couple of AIs and them saying that line in every step
when I'm adding clauses (as if I expected them to accept half-finished treaty
with just their side spelled out)
