Follow-up Comment #1:
Making this metaticket of recovering from ruleset loading failures.
Some arrangement work for this has already gone in. Notably main ruleset
loading functions return boolean telling if loading succeeded and always
return with sane ruleset data (they revert to loading default ruleset)
