Details:
Server setting "diplomacy" restricts who can do diplomacy. If the purpose is
to control game difficulty (by prohibiting AI diplomacy), I find possible
values lacking, especially for single-player. If you prohibit diplomacy with
AI, it also means that there's nobody for human player to do diplomacy with.
Attached patch adds support for two new values:
- "NOAI" - diplomacy *between* ais is not allowed, but human player can have
diplomacy with them
- "NOMIXED" - diplomacy between two humans, or two ais is allowed, but not
between human and ai. This is to allow everybody to do diplomacy as long as
there's no chance of human player taking advantage of ai's systematic
mis-evaluations of treaties (accepting some brain-dead deals)
