Details:
Currently ocean border sources never claim any terrain tiles. I'm not sure
what the correct rule would be - maybe we should have this somehow defined in
ruleset - but ocean city next to small island not claiming that island but all
the ocean around it seems just stupid.
Attached is untested patch to make ocean border sources to claim land tiles
iff the continent in question is adjacent to border source.
