Second go at bug #21312:

Currently, "darkness" sprites are hardcoded to be drawn between first and
second layers. Sometimes this is not what tileset authors want.

It should at least be possible for a tileset author to specify that the
darkness sprites be drawn on top of everything else, as the original submitter
requested (but this will require care to ensure that bits of sprites outside
tile boundaries are suppressed to avoid a repeat of bug #21539).
(I think it would be reasonable for hex2t to use this mode, for instance -- or
not, either works.)

Would it be just as easy to let the tileset author specify between which two
layers darkness is drawn, of which the status quo and above-everything are
special cases?

(Disclaimer: I'm not that familiar with how tilesets work and are painted, so
perhaps it's more complicated than that.)
