Follow-up Comment #1, bug #21843 (project freeciv):
In 2.4 modpacks:
* a local units.png/spec is referenced from 1.7c onwards
* the files are present on the server from 1.7c onwards
* but the .modpack file omits units.png/spec in 1.7c and 1.7d (it is included
in 1.7c2).
(2.5's 1.7d looks OK.)
