Details:

In the readme it says that happy borders are disabled by default, it was a
mistake to keep it enabled in game.ruleset.

My tests to adjust the governments and wonders were always made with happy
borders disabled, and I like it this way because it is easier to notice when
your city revolts due to military unhappiness, as soon as the unit takes his
first step out of the city, while there is still time to go back. Also, it
makes the unhappiness caused by land units more similar to naval or air
units.

However, if people prefer it enabled by default, or if it could affect AI in a
negative way, we can just remove the related line in the readme, instead.
