I had a quick go at reproducing this problem, but didn't see any obvious
leakage on my system (Xubuntu 12.04 -- that's Xfce -- and head of Freeciv S2_5
svn == r24779 freeciv-gtk2, amplio2hexbig tileset) -- opening and closing city
dialogs from an existing savegame with many cities, I didn't see any obvious
growth in either the VIRT or RES columns of 'top' (they stay at "674m" and
"212m" respectively).

How did you measure this?

That's pre-Unity, so I'm guessing the desktop environment is GNOME 2?

However, since it's also seen on Kubuntu 13.10, it seems unlikely to be
related to deskop environment.

(I vaguely wonder if bug #20685 is somehow related, although it seems
unlikely.)
