Fix attached:
* remove researching_cost cached value (it is quite impossible to have it
always updated in right time, and it's probably getting worse in case of
tech_leakage) on server side;
* choose_tech() is able to handle correctly the case tech=A_FUTURE and
research->researching=A_FUTURE.
