Details:

I've used preset "max max max food": all minima set to 0 (gold -20), food
factor max, rest factors 0 - all I want is maximum growth and I expect that it
should be easy for CMA.
I expect that if factor is set to 0 CMA should ignore this stat minimal
surplus.

So, I propose attached patch.
It helps in my case, I don't know what it could break.
I'm not sure if my expectation is uncontroversial (otherwise I want #16184,
please)
