Details:

This patch adds a comparison function for diplomatic states that fits the
semantics, i.e. allows for sorting by how “close” players are in the
players dialog.

I usually like to keep my player list sorted by diplomatic state, and it has
always bothered me that this used alphabetic sorting of the strings, which led
to nonsensical ordering (e.g. 'Team > Ceasefire > Alliance' or 'Ceasefire (9)
> Ceasefire (10) > Ceasefire (1)').

This is a fix for bug #23420, but since this is my first attempt at
contributing to this great project, I’m not sure whether I should have just
commented there; I hope it’s okay this way.
