Follow-up Comment #1, patch #6032 (project freeciv):
- Use the first worker task (as we still support only one / city) instead of
one stored to index 1 in the list.
The very first worker task created was completely ignored once it had been
appended to the list, except that its existence made second task added to end
up to index 1 and to get used for everything (including updates and removals
of itself)
