Details:

Noticed on gtk3-client when logging in to game where I have died long ago;
"Cancel Treaty" was sensitive when I checked still-alive player I used to be
in peace with.

Looking the source code it seems that it's not only the sensitivity of the
client menu item, but probably also the server would accept canceling treaties
where one or both parties are dead.

I don't know if that's intentional or not, or should it, or some cases of it
(dead one being the initiating party), considered a bug.
At least it's different to the signing pacts side, which is impossible for
dead (one can't end a war with a dead one).
