Details:

Better Fog of War option never did anything in gtk3-client (it's a leftover
from the time sources were copied from gtk2-client)

Remove it.

Remove it even from S2_5 despite the d3f, and this resulting in a different
client options file. However, as the setting never did anything no matter what
value it had, the worst thing that can happen is that someone who has saved
non-default value in earlier client saves options with 2.5.2 client (which
omits the option), and then upon loading options in 2.5.0 or 2.5.1 client
again sees that the option has gone back to default value (in that client
version)
