Details:
While Merchant units )Caravan/Freight) cannot take advantage of Maglevs, in
practice they can travel on any tile with a Maglev, because there's always a
hidden, slower Railroad for them to use.
Help is already technically correct on this point:
* Caravan: "Caravans can only travel on roads, railroads, rivers or ships" (no
mention of maglev)
* Maglev: "Your regular railroads are still used to carry heavy Big Land and
Merchant units for which the maglev system is unsuitable"
However, UI isn't very clear that Maglev tiles also have a hidden Railroad --
no sprite, and middle-click popup says "Maglev" rather than "Railroad/Maglev".
So narrative text in ruleset must compensate.
It would be easy for a player to fear that building Maglev would restrict the
movement of their merchants, based on reading the Caravan help.
Something like this in Caravan help: "(Caravans cannot take advantage of
maglevs, but can continue to travel on the railroads that remain in place
alongside maglevs.)"
