Details:

Currently, I don't think there's a way for players to know what randomly
selected AI traits they ended up with in a particular game (without examining
the savefile).

In lieu of proper UI, Lua script access would be better than nothing. Might
also be useful to Lua scripters seeking to use trait_mod, to avoid exceeding
the ruleset maximum in the presence of random traits.

The most complete version would give access to current base trait, current Lua
mod, and ruleset min/max/default (for players and/or nations).
