'huts' setting currently does not scale with the map like the other similar
settings. (Unlike the help claims, it's not exactly fixed number either but
some corner-cases exist - map of 1000 tiles gets 2 huts less than the setting
defines etc.)

Attached patch makes the setting to be (ignoring failures to place them) huts
/ 1000 tiles. The default is reduced from 50 to 15 in an attempt to be in line
with old defaults (50 huts on by default 4000 tile map)

Most of the code in the patch is about the savegame compatibility for not yet
started games/scenarios (mostly relevant only when both map size and amount of
huts defined)
