Details:

I think we're done with .modpack and .modlist format changes for S2_6, and
freezing those formats already before rest of the d3f makes sense.
In the support of relative URLs implemented during 2.6 cycle the goal has been
to be able to easily move modpacks from server to server. We'd want to take
advantage of that at d3f point by simply copying then-current setup from test
server to final 2.6 modpack server. For that the .modpack and .modlist files
need to be in correct format. Having their format frozen to the final form,
and related capstr bump (compatibility break) already, we can start updating
them to that final format when ever we update the modpacks. This also means
that builds made before d3f do not break at the moment of d3f due to
compatibility break hitting test server at that moment, allowing smoother
transition at that point.
