Follow-up Comment #4:

It was correct that they are in two-dimensional array. It just was not meant
to be MAX_ELEMENTS x MAX_ELEMENTS.
Attached fix makes it ELEMENTS_TO_SEND x 2 (id & value)
Applies on top of bug #24421
