Details:

David Fernandez observed in bug #24175 that 2.6 AI doesn't seem to be building
Marketplace, Library, or Harbour.

This was in the context of civ2civ3, but in autogame experiments, I've
confirmed AI isn't building these buildings with either classic or civ2civ3
rulesets (r32239; also seen with r30966+civ2civ3). (And no-one's won by
T5000.)
Running civ2civ3 and classic autogames with S2_5 (r32254), AIs can frequently
be seen building these buildings with both rulesets.

So this seems like a fairly serious regression.
I only looked for buildings that David mentioned; I haven't tried to work out
what else AIs might be missing or why. (The only building I've confirmed 2.6
AI builds is Barracks.)
