It's possible no units get created. I've provoked this easily with "/set animals 1". There's a non-zero chance of it happening even with more sensible settings. Currently what seems to happen is that the Animal nation is immediately dead in the first turn, which isn't a terrible outcome. I don't know if that's robust though.
