Follow-up Comment #6, bug #24426 (project freeciv):

With my comments I meant the following things:
1. It is completely obvious which techs opponent has/knows without having an
embassy:
   a) has a unit of Legion (in current rulesets this can be given via hut -
but this is no more than a buggy or lazy ruleset creation, hut units meant to
be warbands and not powerful organized armies).  - adversary has Iron Working
(or Republic + in ancient ruleset).
  b) Triremes - are signaling us (and AI) owner has Map Making
  c) Wonder built or in progress - all know owner/builder has tech for that
wonder.
  d) Basic diplomatic info shows us govt type, so all know civ has tech for
that govt.
2. Considering #1 is illegal makes game different - we should not distinguish
units that are not known to us and so on.
  Considering #1 is a reality, and if we agree with it, we write rules() which
will show all the players with contacts what set of tech tree is discoverable
by opponents, and what may remain hidden. for example- unless investigate city
to see buildings crafted with more techs - and having list of opp's techs
icremented.
3. At my opinion tech known to trade partners must  be spread more quickly,
than with diplomatic contact/embassy - because model of this in freeciv is
quite far from being natural, or even logical. 
4. I agree with described proposals in diplomacy dialogs, they seem to be a
good step forward.

P.S.This brings other problems that should be addressed to devs: such as
taking more than one tech at conquest if more than one (unknown yet by
technology) building is functioning in the city.
