Details:
Patch #6728 added JumpTo/JumpFrom between civ2civ3 roads and rivers to avoid a
regression in merchant movement between 2.5 and 2.6. Since then, patch #7137
removed the restrictions on merchant movement, making this unnecessary.
(Use of JumpTo/JumpFrom will live on in the sandbox ruleset, after patch
#????.)
