Follow-up Comment #2, bug #25149 (project freeciv):
That's the reasion. Didn't found any reference information about this behavior
in the Freeciv help. There is only this hint at the _diplomat_ unit:
"Establish Embassy": This action always succeeds, and gives permanent contact
with the city's owner, as well as intelligence on their tax rates and
technology.
The _Diplomacy_ section doesn't mentiore the behavior of the contact
procedure.
As this seems not to be a software bug, this report is more a wish to the
documentation.
